Pacific Glow

After making my Sapphire Shore design I became incredibly in the mood to use those "neon" effects again. The question was who? I wanted to draw a character I didn't draw before so no Photo Finish or Starlight. But then I remembered Pacific Glow from the Saddle Row Review episode. When I saw her she reminded me a lot of those 90's disco's with neon everywhere (and R. Mika from Street Fighter ) So here she is!
